Most of what I consider to be reasonable proposals to fund a UBI require progressive income taxation, so they are effectively the same as a NIT.

To fund a UBI requires adjusting tax rates to fund it — -some ‘adminstrators’ are going to have to do the math, and people will still have to send out tax forms and some people will have to fill them out and pay taxes (people in my area only pay sales taxes due to low incomes — but those also require administration). If you do have a job you can have payroll taxes so they are automatically paid.
